The Office of Budget and Management Analysis (OBMA) manages the University’s budget planning process, including establishing budget planning parameters; reviewing responsibility center budget submissions; administering the allocated cost algorithms; advising University leadership on central resource allocation issues; presenting the budget to trustees, senior officers, faculty, staff, and students; and monitoring the performance of the University’s responsibility centers against their budgets.
Vice President Bonnie Gibson
Ms. Gibson joined University's staff in 1987 as the business administrator for General Internal Medicine in the School of Medicine. She was subsequently promoted to clinical department administrator there. In 1992, she became the director of finance and administration in ISC. In 1996, she joined the Provost's Office as executive director of administrative affairs. She was responsible for the financial and human resources administration for the Provost Administrative and Interdisciplinary Programs centers, and provided financial oversight for the administrative and resource centers reporting to the Provost.
Prior to joining Penn, Ms. Gibson was the Director of Finance and Administration for the Girl Scouts of Greater Philadelphia. She received an A.B. from Muhlenberg College, her M.A. degree from NYU in Spanish and Spanish American Literature, and an M.B.A. in management and organization from Temple University. She was selected by Penn to attend the Summer Institute for Women in Higher Education Administration in Bryn Mawr in 1993.
