The Vice President for Finance is responsible for certain centralized finance functions of the University. In addition, this position monitors the financial results of the University of Pennsylvania Health System and advises Health System financial management in capital related matters.

Programs

The Division of Finance provides services through six departments:

  • Comptroller’s Office: Financial accounting and reporting, and disbursement activities.

  • Financial Training: Training programs in financial processes, procedures, and systems.

  • Office of Research Services: Grant and contract proposals, negotiations, and management.

  • Office of Risk Management & Insurance: Insurance coverage, claims, and loss prevention.

  • Student Registration and Financial Services: Student financial assistance, billings, collections, and enrollment.

  • Treasurer’s Office: Cash and liability management, gifts accounting and administration, and investment services including trust administration.


Stephen Golding Named Vice President of Finance and Treasurer

Stephen D. Golding became vice president of finance and treasurer at the University of Pennsylvania on Feb. 1.

Golding has served as the executive director of financial affairs at Johns Hopkins School of Medicine since 1991, a position which included academic, research and clinical activities for more than 30 departments, the medical school’s administrative and support functions.

In addition to fiscal oversight, Golding directed financial strategy for information systems, capital and facilities planning, the acquisition of a $70 million academic physician practice and the Hopkins One Initiative, which replaced major business systems across the university, including finance, human resources, payroll, supply chain, accounts payable and capital projects. He developed a financial plan that moved the medical school from operating deficits to sustained surpluses for the past eight years.

Golding, who has also served in top financial-management positions for Amtrak, earned a bachelor’s degree in economics from St. John Fisher College in Rochester, N.Y., and an MBA from the University of Rochester’s Graduate School of Management.
