The Division of Human Resources promotes Penn as an employer of choice through compensation and benefit programs that attract and retain a talented workforce; technology to improve work systems and enhance self-service; and programs that enable faculty and staff to maintain a balance between work, family, friends, and community. Vice President Jack Heuer, Ed.D.

Jack Heuer serves as the Vice President for Human Resources, a position he began in November 1997. Dr. Heuer has over twenty years of experience and expertise in all facets of human resource strategic planning and administration. He has led the development and delivery of high quality, cost effective, creative programs in benefits, compensation, employee relations, human resource information systems, labor relations, professional development, recognition, recruitment, retention, and regulatory compliance.

He and the Human Resources management team conceptualized and implemented a University wide recognition program that supports and models service and excellence. They have conceptualized and led the implementation of a career center to assist employees in exploring career options, identifying professional development opportunities, and obtaining other positions within the University. They facilitated the design and implementation of a flexible work options program and implemented a dependent care program that provides infant, child, and elder care referral and counseling services. They led the creation of campus wide appreciation events. They proposed and facilitated the distribution of a total compensation statement for faculty and staff which emphasis the total rewards of working at a great institution.

Through this work, Dr. Heuer demonstrates his conviction that people are the most valuable asset to an organization. He believes that the recruitment, professional development, quality of work-life, and retention of a diversified workforce is an imperative for the continued success of all organizations, especially Penn.

Additionally, Dr. Heuer serves on numerous committees within the University including the Personnel Benefits Committee of the Faculty Senate, the Crisis Management Team, the CEP Oversight Committee, the Privacy Senior Executive Committee, the Trustees Executive Compensation Committee, The Executive Vice President’s Senior Management Team, and the President’s Senior Planning Group.

Dr. Heuer received a Doctorate of Education in Higher Education Administration from the University of Pennsylvania’s Graduate School of Education in 2003. He received his Master of Science in Organizational Dynamics from the University of Pennsylvania in 1992 and Bachelors of Business Administration in 1983 from Temple University majoring in Industrial Relations and Organizational Behavior. Other formal education includes a Certificate in Labor Relations Studies from Cornell University, New York State School of Industrial and Labor Relations, and a Certificate in Mediation from the Community Dispute Settlement Program. He is also certified as a Senior Professional in Human Resources by the Society for Human Resources Management.

Dr. Heuer is a Board member of the Southeastern Pennsylvania Chapter of the American Red Cross and is a member of the Human Resource Committee. His professional associations include the Society for Human Resources Management (SHRM) and The College and Human Resources Professional Association (CUPA/HR). He has taught, as an adjunct faculty member, in Penn’s Graduate School of Education and served as a dissertation committee member. He is the co-author of an article "E-Recruiting as A Powerful Tool" published in the CUPA-HR Journal.
