Budget Planning and Analysis

The University's Office of Budget Planning and Analysis manages Penn's budget planning process, including: establishing budget planning parameters; reviewing responsibility center budget submissions; administering allocated cost and space charge algorithms; advising University leadership on central resource allocation issues; presenting the budget to trustees, senior officers, faculty, staff and students; and monitoring responsibility center operating performance against budget.

Trevor Lewis is Vice President for Budget Planning & Analysis and Interim Vice President for Finance & Treasurer (Appointed August 2025).
As Interim VP for Finance & Treasurer, he leads Penn’s cash-, short-term-investment-, and capital-financing strategies and oversees the University’s central finance units—including the Comptroller’s Office; Finance & Treasury operations; Financial Systems & Training; Global Support Services; Gift & Investment Services; the Office of Research Services; Risk Management & Insurance; and Student Registration & Financial Services.

As Vice President for Budget Planning & Analysis, he partners with the President, Provost, and schools and centers to coordinate University-wide budgeting—shaping multi-year plans, guiding the annual cycle, modeling the fiscal impact of strategic initiatives, and allocating resources in support of Penn’s highest priorities and long-term financial stability.
Since joining Penn in 1995, he has held leadership roles across the institution—including Controller, Director of Administrative Affairs, and Acting Senior Associate Dean for Finance & Administration at the Wharton School; Acting Vice Dean for Finance & Administration in the School of Arts & Sciences; and Chief of Academic Finance & Planning in the Provost’s Office.

A former championship wrestler who placed fourth at the 1996 U.S. Olympic Trials, Trevor holds a BSE in civil engineering (architecture & engineering concentration) from Princeton University and an MBA in management from Lehigh University.
